Petaling Jaya: The Deputy Minister of
Agriculture and Agro-Based Industry, Sim Tze Tzin, pointed out that Malaysian
frozen shelled durians have been allowed to enter the China market, which
will open up markets for durian fruit farmers and increase their income.
In his Facebook page, he shared the
announcement of the General Administration of Customs of China on the official
website, "The Protocol of the General Administration of Customs of the
People's Republic of China and the Ministry of Agriculture and Agro-Ministry of
Malaysia on the Inspection and Quarantine Requirements for the Frozen Durian of
Malaysia" said that this was a major achievement after the signing of the
agreement by Prime Minister Tun Mahathir during his visit to China last August.
The
durian industry should diversify and increase value
Sim Tze Tzin pointed out that the
prospect of the durian industry is bright, but the industry must diversify and
produce products, such as durian ice cream and durian biscuits, to increase its
added value.
He said that many fruit farmers have
begun to plant durians in a commercial mode. Even if they can be exported
abroad, the production of durians is expected to increase, and the price of
durians will tend to be stable.
"We should also attract more
tourists to the durian gardens in our country to taste the durian and develop
the ‘DurioTourism’."
He said that the durian industry in
Malaysia has a long history and has now entered an important milestone and
thanked the parties for their long-standing contributions.
Durian
Export Licenses
The Deputy Minister of Agriculture and
Agro-Based Industry, Sim Tze Tzin, welcomes all durian operators and fruit
farmers to apply for export license for frozen shelled durian.
“Many
people are asking how the durians are exported to the Chinese market. The
durian export is open to everyone, and both large and small orchards have the
opportunity to enter the China market.”

Government
officials will visit the orchard after received application
According to the official website, the
orchard owner can download the registration form (Form LE-vii) (2014) from the
website with a copy of the ID card, Company Registration certificate, title deed card and the Malaysian Good Agricultural
Practices Certificate (myGAP). The
registration form can be submitted by mail or email.
Upon receipt of the registration form,
officials from the Ministry of Agriculture will visit the orchard for
examination to ensure that the frozen durian supply orchard implements Good
Agricultural Practices (GAP) and adopts Integrated Pest Management (IPM) to
reduce or avoid pests.
For the registration of frozen durian
processing factory, applicants must download the Export Processing and
Packaging Form (Form FPPE-vii) (2014) with a copy of the Company Registration
certificate, the Good Manufacturing Practice Certificate (GMP) certified by the
Ministry of Health, the floor plan of the factory, and flow chart of the
factory. The application
form can be submitted by mail or email.
Officials will ensure that the factory
meets good manufacturing specifications and hygiene, and that durian supply
must be obtained from an orchard that holds a good agricultural practice
certificate.
In addition, the industry can apply
for quarantine inspection from myphyto.gov.my and upload the Ministry of Health's
health certificate and Excellent Production Specification Certificate.
The website shows that this quarantine
certificate will only be issued to those who have obtained a good production
specification certificate.
Durian
must be stored below -18 °C
"Protocol of the General
Administration of Customs of the People's Republic of China and the Ministry of
Agriculture and Agro-Ministry of Malaysia on the Inspection and Quarantine
Requirements for the Frozen Durian of Malaysia" issued by the General
Administration of Customs of the People's Republic of China in 2019 said that Malaysia
is permitted to export frozen durians which is stored at or below -18 °C to
China.
The frozen durian processing factory
that is exporting to China must be registered by the Ministry of Agriculture
and Agro-Industry of China and approved by the General Administration of
Customs of China. The list of registered factory can be check on the GACC
website.
The Ministry of Agriculture will
conduct quarantine inspections before the export of durians to ensure that no
quarantine pests are carried. The
certified quarantine will be issued a phytosanitary certificate by the Ministry
of Agriculture, and the additional statement states that “the shipment meets
the requirements of the “Protocol on the Inspection and Quarantine Requirements
for the Export of Malaysian Frozen Durian”.
China
people love Musang King, and called it as "Hermes"
Sim Tze Tzin said that Musang King is
known as "the Hermes in the durian" in China, showing the Chinese
people's love for durian in Malaysia.
Inquiring about whether the export of
frozen shelled durians is limited to Musang King, Sim Tze Tzin said that there
is no restriction on the variety of durians in China, but China people are more
familiar with Musang King.
Committed
to exporting Jackfruit and Mangosteen to China
As for whether other fruits or
agricultural products are expected to be exporting to China, he said that the
Ministry will continue to work with China to discuss exporting agricultural
products such as jackfruit and mangosteen.
"Mainly depends on market demand.
China has talked with China about exporting jackfruit for 13 years and will
continue to discuss it in the future."
